Yup, and the main character is only the actual brother of the two black-haired girls. The third girl was basically a childhood crush friend of theirs who developed a crush for the main character. She told him she wished she had a brother like him and asked if she could call him onii-chan as well. This is why the two black haired girls egg the other one on, while they are (only briefly) reticent to actually participate in the fun.
