Well, same people that fall for telemarketing scams and ilk.
And especially elderly.
Was at an older relative's home a few years ago, and they almost got suckered in. Polite, clean, young lady came to the door. "I live in the neighborhood and I'm selling magazines to fund our school trip to...". Right. Sent her off and educated the relatives about that scam and ilk (as someone else mentioned in comments, lightbulbs, popcorn, candy).

I generally agree with this. Heck! At least on the trails, I can't recall seeing anyone smoking.
But this is all about pushing homeless away. North Foothills park, Wonderland Lake, and the trail system off it usually has a few homeless hanging out there drinking, smoking, passing out.
But even with new laws, how many cops or "environmental officers" are they going to hire to try enforcing? Still see smokers on the Pearl St, sure, less than used to be, but it hasn't stopped and cops and rent-a-cops that patrol the mall don't seem to have it high on their priority list.

Not sure how the bib numbering works, but highest numbered gear bag I saw in the bike/run transition area had a bib number of 2899.
