As someone who has worked in the public school system I agree with you 100%.The amount of money wasted is disgusting,I think privatization of the schoolsystems would lead to a higher quality of education for the students willing to take advantage of it.Here in NY we spend the most of any state in the union on special education and rank 37th as far as performance for those students,that is deplorable.
