It matters in how we are to redress the problem. It makes little sense, for example, to ask Western developers to rectify a problem they don't have. Contextualising the issue allows us to target social change where it is most needed - in this case, Japanese culture.

Actually, Nero was away in Antium when the fire broke out. When he heard of it, he rushed back to Rome to co-ordinate fire fighting efforts, and later, to organise a search and rescue for survivors, the men of which were paid out of his own treasury. He opened his palaces to the homeless and displaced, and arranged for food supplies to be delivered so they didn't starve. When it came to rebuilding Rome, he specifically made the roads larger so that any fires were less likely to spread.

Nero was popular amongst the people of Rome, but the Senate greatly disliked him, and rumours spread that he'd set the fire personally. The rumour that he played a lyre while Rome burned comes to us from Suetonius, who notoriously wove rumour with fact in his Histories and was a great sympathiser with the Senate.

For example, there is also the HypePlane, now boarding from Gate 23.

Your understanding would be wrong, then. They are licensing the content from you, but it is still yours.

Most sites that deal with user-generated content, especially those that deal with images and video, have similar clauses. It's essentially you granting them permission to display the content to other people without infringing your copyright.
