Home screen of Cydia should have something like "Make my life easy" or something like that. Should start your ECID SHSH backup. takes about 24 hours (depending on traffic). Once its completed "This device has 3.1 ECID SHSH on file." right above "Welcome to Cydia"

MMS settings is an ipcc file. 3.0 firmware has the camera icon and the ability to change MMS settings, but only if you have a working ipcc file with ligit settings.
