My guess is that it was written by a person, who, if old enough, probably thinks African Americans should still be drinking from their own water fountains. As I recall, the Civil Rights Act of 1964 wasn't so popular with the people, but necessary legislation. The same is true of legislative acts like those taken by the Vermont legislature yesterday in overturning Governor Douglas' veto -- they may not be popular with all the people, but its necessary legislation. One of government's roles is to protect the rights of the minority. Vermont did that yesterday.
