Those at Penn State that learned of Sandusky's behavior have a grim complicity in the abuse of any boy that occurred beyond the point they first became aware. Inaction can be evil as well.
I would agree this goes beyond politics. Morality however stems from religious belief. It isn't a long walk from thinking an unborn child can be murdered for convenience to the body of a powerless child being there for ones pleasure to the disposal of the old and sick to conserve resources.
Self government and civil society can only exist as long as there is moral order that fights to preserve good and destroy evil. I don't trust atheist to wage such a fight.
As a side note, I will be doing my own investigation of programs in my area that purport to serve 'at risk' youth. I'm not going to assume the program leaders are angels.
