State Rep. Jules Bailey, one of the architects of the bill argued that three "pots" of money will be used: 1149 money (which I believe he's referring to a Senate Bill that was passed http://www.oregon.gov/ENERGY/CONS/SB1149/Schools/.... Small-scale energy loan program and Qualify Energy Conservation Bond. His argument is that these will be combined to be used more efficiently. It appears the Clean Energy Deployment Fund will also accept grants and donations for deposit.The idea is to provide low-interest loans.

During a hearing on this bill, Sen. Betsy Johnson, D-Scappoose questioned Rep. Jules Bailey, D-Portland (architect of the bill) on this very question. In a vote-by-mail election, all precincts are considered reported at 8 p.m. That's where the 100% comes from. But counting of votes is still happening.
