If it is not emitting RFI energy then it maybe a receiver but even those do transmit some kind of radio energy at any given time. It maybe a radio receiver but what frequencies it "listens" to could be at the higher bands. I will admit I have no idea though. There is also a chance it could be a government contractor who is under a confidentiality contract but to what?

I'm sorry little boy but were you offended because your conscious is so SEARED at people who want to do the right thing? Were you as offended at Michael Vick for torturing dogs by having them fight? Or were you there placing bets because you wanted a little extra cash?
