It becomes a function of the useful life of the capital asset.

If the pens have a 10 year life then simply stop buying them as they wear out and the 10 year period makes sense. They aren't asking for a double up of capital cost - simply changing how they allocate the capital replacement in the future.

I know Asians - LOTS of them - who are first generation, are bright, educated, family oriented, contribute a lot to our society and speak a form of English that can be hard to understand some days. The amount of impact you feel is an acceleration - in this case from 50 MPH to 0.

You are rolling down the road doing 50 and within moments you will decelerate to 0 very rapidly. That what you hit was another car and not a brick wall does not alter your velocity before impact.

Actually - the speed of the two cars does not combine.

From a physics perspective your car's speed is the speed of the impact.
