Actually they do come microchipped, and vaccinated, and fixed. Back in 2005 when I got my dog, she wasn't spayed until after we adopted her and had to wait a few days to take her home because of that. But now, they're all fixed before they go on the floor.

First I would like to say how SORRY I feel for you to not know what it is like to love dogs. It is a scientific fact that pets are good for your health and mood. There is no good replacement for a dog's love.

Second, the state doesn't pay for this. SHS is private, donation run. No tax money goes to run it. A lot of money that runs the shelter comes from grants from big businesses. Before you suggest that those businesses should donate for philanthropic causes instead, consider the fact that the biggest businesses do. Target. Starbucks, WalMart, Microsoft ETC all do. But it takes so much money to make any dent in the mess the world is in. A dollar goes a lot further when you donate to the animals- more lives are saved.

Typically calls come from neighbors that have firsthand experience 1. how long the dog is chained 2. what is conditions are like
Also this law offers clear guidelines on when it is not okay.
People like to put their dogs out tethered to potty for a short while and that is okay.
Between 10pm-6am or when it's below freezing is not okay, or if dog has no appropriate shelter, food or water, that is also not okay.
