Sounds very much like either bored, or Asperger Syndrome kids aka "functional autism"., They areintellligent, but impulsive, and lack the ability to understand social expectations until new situations are explained to the because they can't read facial expressions orr body posture, etc., They watch what others do to learn so one onery kid can lead them into trouble. NO! Congress needs to learn to prioritize and live without their income. THEY agreed to ship American manufacturing jobs overseas - cutting their own income from taxes - so let all of the past and future members of Congress chip in to pay it off.
Here is a solution: Only give tax breaks to companies that make things HERE in the US, and hire American's to make the goods. Why?
Two problems solved. Unemployment will be wiped out and debt reduction goes down when income tax revenues go up. Isn't ANYONE in congress smarted than a 5th grader?

I have actually read the context of the No Child Left Behind bill because I had children in school when it was put into law.. The original purpose of NCLB was to ensure that every child get an education to full extent of their ability. Not that each child learns a certain standard.
Over the years it has tweaked and totally destroyed of its intent by the public school system. Originally federal money was to be given to schools that were in need of extra services to comply with this law, but over the years it got to be a contest where the schools that scored best on the test got the money and not who needed it. Children lost an average of 6 weeks education as schools taught children how to pass the test, and failed to teach them academics.
It is about time to the Government did away with what has become one of the reasons kids are not learning adequately today. If you have not gone to DOE.gov and read the full context of the NCLB bill please do not comment and tell me I am wrong. I always do my research and I know what this bill started out as and what it is now.
