I direct the United States Armed Forces to undertake unrestricted land, sea and air warfare against the ruling Religious party, the Revolutionary Guard, any and all terrorists within its borders and such elements of the government of Iran as may oppose change of regime to a political entity which respects the basic human rights of men and women and does not foment terrorism.

The new political entity need not be a representative government, but shall from the first instance be selected as the legitimate government of the people of Iran by the people of Iran.

I hereby direct the Chairman and Joint Chiefs to undertake such planning, preparations, execution and post-mission operations as necessary to effect the quick and total destruction of the existing Iranian regime.

I hereby direct that all prisoners taken, wherever found, shall be considered enemy combatants and restrained by such measures as shall be required by circumstances, provided that same shall preserve without undue abuse the limited human rights of enemy combatants as specified by the Geneva Convention, unless it shall appear that the enemy does not abide by the Geneva Convention.

In the event the enemy shall not abide by the Geneva Convention, I hereby direct the United States Armed Forces to offer no quarter and require said Forces to eliminate all prisoners.
