As someone mentioned the hand on the right is Winston Churchill's. While the hand on the right is (I think) Goodluck Jonathan's, the president of Nigeria, if you google him he is often seen in that same exact pose.

Regarding the hand above Putin's head, I've seen in the comments speculation that it is Hilary's, although it looks like a man hand, or Napoleon's, even though the hand is in black & white while Napoleon's face is in color.

My theory is that the hand belongs to Nigerian president Goodluck Jonathan, possibly depicted while being sworn in following next month's presidential elections.
