Here is a complete guide.
Steps to Get iBEC & iBSS Files

Part 1

1. Open Windows run prompt (Windows key +R) and type %temp% and hit OK
2. Keep this temp folder open and have it sorted by Date so you see the most recent stuff in the top. Make sure you can view hidden files and folders. (Tools -> Folder Options -> View in XP and Organize -> Folder and Search Options -> View in Vista)
3. Create a folder in your Desktop and name it something like 3GS Jailbreak.
4. Download the iPhone 3.0 firmware - iPhone2,1_3.0_7A341_Restore.ipsw from Apple and place it in the above folder
5. Launch iTunes and make sure your iPhone is connected to your computer.
6. Now hold down the Shift key and click the Restore button. Choose the iPhone2,1_3.0_7A341_Restore.ipsw restore file.
7. You will see a warning that the contents of your iPhone will be erased. Click restore to continue.iphone3gs-ibec-ibss1
8. Now switch to the temporary folder window folder and watch closely. As the restore progresses, you will see a folder similar to the name Per2380.tmp.
9. Copy the folder to the 3GS Jailbreak folder as soon as it appears. (you only have a limited time to do this as the folder will vanish and will be replaced by 2 more subsequently. You want the first of the three folders that will apear during the restore. So try to be quick)iphone3gs-ibec-ibss2
10. Once the restore is complete, Restore from the backup you created in the beginning.
11. Once the backup is completed, we need to do another restore from DFU mode to grab the iBSS file.

Part 2 - Putting your iPhone in DFU Mode

1. With the iPhone connected to your computer and with iTunes open, perform the following steps.
2. Press and hold the Home button and the Power button at the same time.
3. After 10 seconds release the Power button. Continue holding the Home button until iTunes pops up a message saying it detected an iPhone in recovery mode.
4. The iPhone screen will remain black. Your iPhone is in DFU mode.

Part 3 - Get the iBSS File

1. Click Ok to the message that says your iPhone is in recovery mode.
2. Now hold down the Shift key and click the Restore button. Choose the iPhone2,1_3.0_7A341_Restore.ipsw restore file.
3. You will see a warning that the contents of your iPhone will be erased. Click Restore to continue.
4. As the DFU mode restore progresses, now switch to the temporary folder window folder and watch closely. As the restore progresses, you will see a folder similar to the name Per2360.tmp.
5. Copy the first folder that appears to the 3GS Jailbreak folder as soon as it appears.

That’s it!

You will see a couple of files like in the screenshot in the folders you copied.

Save these files somewhere safe so you can use it should you need to jailbreak/unlock your iPhone after firmware 3.1 release or later.
