Therefore to collect the tax, the states want to force corporations to be their collection agent. It wouldn't be so bad if the states allowed a credit for the fair value of the collection efforts. But they don't. Usually it is 1-5% of the tax collected. In reality that cost to a smaller busienss is closer to 25-50% of the tax collected. And larger businesses 10-15%.
So the answer is to give businesses an incentive to collect the tax. (Including brick and motar retailers). Give them say 25% of the sales tax collected. Some businesses will make some money on the collection as their costs will be less than the cut they get. But who cares if the state gets more money.
Of course the real problem is the states get so much by screwing their resident businesses that another system will cost them a net loss in revenue.
