Eventually this $70 million power plant will replace the existing plant. They dont want to lose cooling power to the hospital as they did in the flood of '08 because the existing plant was inundated by flood water. It would cost too much to update the existing plant to meet flood protection requirements is my guess.
Not only are you a moron, but this ordinance is just as dumb as it takes away human rights of freedom of speech. The city is taking the poor and disregarding their only way to make money. The money from the meters will be stripped away by too many middlemen to be of any significance for the homeless.

The problem with the policy is it doesn't take into consideration the size of the bar, the length of time the officers are in there handing out paulas, or what bars they visit. If they want to keep this policy, it needs to be revised.
Economics states that a public good is anything that can be free to a U.S. citizen. This includes the national defense. It would be incredibly unfair for them to charge us for police and fire fighters protection. That is why we pay taxes! This is not for a city to make extra money!
