Men of honor and good character are expected to cherish those values above all else. When they fail to maintain those standards of conduct, it is not because of a lapse in judgment, but a flaw in their character. Wrong is wrong, even if everyone is doing it, and right is right, even if no one is doing it. We have an expectation that our elected officials know right from wrong, and conduct themselves accordingly.
