A National Agenda is the way to go as the whole purpose of it is to help the poor. Furthermore the poor of all races do not really bother about the politics of this matter as they are struggling making ends meet every single day. Having a shelter and food on the table is their agenda.
Those in power making nonsensical policies should be clear that anything more than a policy to target those in poverty will make them look prejudice in everyway.
