I'm friends with novelists and editors at major publishing houses and this just rings so many bells. The BAD KIND of bells. If a manuscript had been untouched for even a few years wouldn't someone be taking a look at it? This sounds like either the author is too incapacitated to review her own manuscript or they're just straight-up going behind her back because she still doesn't want it published. Or she's out of money and they're telling her she has to do this (or worse, her new lawyer is telling her she's out of money).

A lot of us, we feel like all we can do where there's serious shit going down is RT and read and look at the images and RT and RT and RT... but then we also see that black feminists get told their twitter activism is divisive or pointless. No one's told me that shit about my helpless RTing. So in that last quote above, where the writer talks about how communities aren't our own, that is literally everywhere. Online, in the streets. Shit.
