1) NYC is super dog friendly. It can be hard to find a place in general because we're in a housing crisis, but my experience is that most places allow pets. People walk their dogs everywhere - Just clean up after him/her. A lot of parks have enclosed dog areas, too.
2a) The great thing about NYC is the public transportation! The subway is 24/7. And biking is getting way more popular and safer! Cost is going to be killer, though. Manhattan is expensive, so are a lot of places in Brooklyn, and Queens is getting up there.
2b) NYC is safe. There are a few neighborhoods that I wouldn't walk in alone at night (as a cis woman) but I've lived here since 2002 and I've never been mugged or attacked. 3) Visit visit visit. In my (and my friends') experience, it's hard to find housing. It's even harder to find good housing.
