If there's an universal (well not universal but you get the point) quota you just pay a small price (suckier rugby team) for a huge benefit (black scientists and ceo's and whatever)

Its DISCRIMINATION and that proves that society is terrible at selection.
You assume that the good the brave the honest the hardworking the smart will prevale. But thats stupid. You cant make perfect selection. You wont always see the perfect 500 students for your 500 places and as the cant garantee you'll pay people the same amount, you cant garantee you will promote the good person. The differences in the real world are so small, that biases become a huge thing.
And yeah, employers ARE an inconsistent bunch. Thats why sarkozy had the idea of anonymous cv's. Cuz employers ARE TURDS.

Lets be honest in general its very difficult to class people or to determin wow this mediocre dude is way better than that mediocre chick. Or vice versa. (in mathematical terms the gauss curve has a wide variance when populations are involved). And a quota of 5-10% wont change anything. Like 8 players to be home grown etc.

Its a system that feeds its self on inequality, a vicious circle.
There has been a debate in france, to put quotas for students that dont have sufficient financial means. (your's trully is also always broke) but the french engineering schools flat out refused cuz it would reduce the importance of the diploma. BS

And about the sports thing. It is a bit silly to pinpoint something so particular as very high performance rugby. But look at football in europe. They decided that teams have to have about 5-8 home grown players. And thats a good thing. Its builds fidelity and it helps the national team.
Sometimes quotas and being forced to do something is a good thing.
