Rahm Emanuel's brother, Ezekiel J. Emanuel, is a medical doctor and a bioethicist who has been selected as the White house healthcare policy advisor. He intends to expand the hospice program. In an article titled "The Perfect Storm of Overutilization" in the Journal of the American Medical Association (JAMA, June 18, 2008, Vol 299, No. 23), he stated "“Peer recognition goes to the most thorough and aggressive physicians. The prudent physician is not deemed particularly competent, but rather inadequate. This culture is further reinforced by a unique understanding of professional obligations, specifically, the Hippocratic Oath’s admonition to “use my power to help the sick to the best of my ability and judgment” as an imperative to do everything for the patient regardless of cost or effect on others” (p. 2790) and “The United States has created the perfect storm for overutilization of health care. Combine this with Senator Jay Rockerfeller (Dem.) calling in for MedPac, the independent advisory board that advises Congress about medicare, to become an independent executive body to oversee healthcare decisions. Basically, this organization would become the equivalent of the Federal Reserve - independent from the government.
