Payroll taxes are almost 100% designed as a deferred savings account. The average person paying Social Security gets back their investment in 2-3 years, but live a decade+ longer. This means they receive on average much more then they ever put in. There is also disability insurance, Medicare etc that many also use. The average age to live is now 72, meaning 7-10 years of Medicare payments, again, creating a negative return for taxpayers. As far as Indy's payroll tax the same principle holds, people on average get far more than they ever put in.

You are partially correct. In 1986 Reagan did raise taxes. In return the Democrats promised $3 in spending cuts for every $1 in new taxes. Instead they actually raised spending by 3X. Every single year Reagan offered balanced budgets that not one democrat ever voted for. Like wise Bush 41 was also taken by the Democrats. They offered $2 for every $1 in tax raises. Instead they too passed spending increases every year. This why Republicans laughed at Obama when offered a similar plan. BTW Reagan's supply side tax cuts actually double revenue when many Dems said it would lead to a decline. Reagan was proven right on the USSR (ending the 50 year Cold War) and on his economic forecasts. All SS revenue goes into the general treasury. There is no such thing as a "lock box" or a segregated account. it works as a pay as you go fund. Every admin from FDR on has used SS funds in the identical way. If $2.7 trillion is a disaster then what about Obama's $7.5 trillion with 2 more years to go?

Bell spoke about many issues. One was his work with Senator Bill Bradley who beat him for election. Bradley ran against tax cuts and tax reform. Working for Reagan it was Bell who worked with Congress to forge a compromise, something that Obama is incapable of. Working with Bradley a future co-sponsorer, marginal tax rates were cut from 50% to 27%. In return Reagan agreed to cut in loopholes making it tax neutral. Bell and Bradley watched C-Span during the vote. When it passed Bradley opened a bottle of champagne for them. Because of this American economy soared. Double digit unemployment, mortgage and interest rates were sliced by more than half. We benefited from growth rates of 5-8%, compared with 2% today.Monthly employment rolls rose above 500,000 ) or 640k in today's population) compared with less than 200,000 today. After Nixon broke the gold standard inflation soared as did unemployment. Without it today we have record high food prices and gas prices have averaged over $3 since Obama was elected crushing the middle class. The labor participation rate is back to Jimmy Carter's term. If it was the same as when Obama took office unemployment would be 20%. In terms of woman Bell is correct. Married women voted for Romney, but single and single mothers voted for Obama. Many single mothers are minorities and many receive government benefits. As stated above this what Democrat Moynihan predicted would occur. Almost 1/2 of Americans pay no Federal Income tax (47%) and they are reliable Democratic voters. You may not like what I write but the truth is the truth. We need a truth teller like Bell who has shown he can work across the aisle rather than someone who did nothing about a corrupt Water Authority that even Trenton Dems want investigated. He also left behind a budget with a massive deficit. The NJ DLGS did allow the new Newark budget to pass, but deeply criticized its heavy reliance on one shots and gimmicks. The vast majority of Zuckerberg's $100 million gift went to consultants rather than benefiting children. We are still on course to double or come close to an 100% increase in total deficit debt that your children and grandchildren will have to pay back.A truthful bi-partisan, fiscal conservative is what this Country and NJ needs.

Let's get some fact straight:
1) After over 400 days with Iran laughing at incompetent Jimmy Carter, Reagan said release the hostages or face the consequences. As he took the oath of office Iran gave in and sent the hostages home.
2) Reagan like Obama's successor inherited inherited an economic mess, double digit unemployment, interest rates, mortgage rates and the worst misery index in American history. Working on a bipartisan manner, using current NJ Senate candidate Jeff Bell's plan he cut marginal taxes from 50% to 27%. He compromised with the Dems by plugging loopholes.
3) He repealed job killing regulations. Obama on the other hand has issued over $1 trillion, with $1 1/2 trillion more proposed. This why we have the worst economic recovery since WWII.
4) The result was massive employment, sometimes hitting 500,000 per month with a population of 231 million, compared to 317 million today. This equates to 640,000 or 3X times the Obama average. His unemployment rate went down because so many people reentered the work force. By contrast under Obama the main driver of lower unemployment is people dropping out of the work force because they are so discouraged. In fact the labor participation rate in now back to Jimmy Carter's second year as President. If Obama had the same participation rate as when he took office, true unemployment (including 40% of college grads who can't find work) would be 20%, or depression levels.
5) The Democrats said that tax cuts would cut revenue. In fact after 8 years revenue doubled to an all time high. He unfortunately agreed in 1986 to a tax hike in return for a Democratic promise to cut spending by 3X. Instead the Dems raised spending by 3X creating large deficits, like today.
6) He consistently offed balance budgets every year, but the Dems wanted spending after spending creating large deficits.
7) Instead of giving in to PATCO (Air traffic Union) he confronted and fired them, leading to greater business confidence spurring economic growth. Instead of 300 strikes per year., paralyzing the US it declined to 30 after PATCO.
8) He also rebuilt the military that like under Obama is occurring today to confront the Soviet Union.
9) He confronted the Soviet Union (unlike Obama who only offers meager sanctions) when they put short range nukes in Eastern Europe. The Dems led by Ted Kennedy and Euro lefties paid thru the USSR led protests against Reagan's plan to do the same in Western Europe. They said it would create WWIII. In reality Gorbachev withdrew his missiles in haste.
10) He then created SDI laughed at by the Dems (even though Israel uses it with great effect today). Luckily Gorbo believed it and knew he couldn't match Reagan's defense spending and the USSR collapsed, freeing 200 million Eastern Europeans and ending the 50 year Cold War
