That's weird, because I've borrowed WotE multiple times from the Bishan branch over some months about five years ago (?). In fact, that's where I found out Tammy'd written WotE, because that branch has a pretty good collection of Tammy's books and also just YA in general. But then again, the times when NLB probably thought I was dangerously addicted to re-reading Tammy was such a long five years ago, and I haven't been to any library for some time now because (a) life took me overseas, and (b) since that whole ridiculous censorship saga last year, I vowed never to patronise any public libraries again unless attitudes and policies changed (so now I actually buy books). My guess is that someone reported the book and/or our dear library board decided to do an internal review, and then because it's rather explicitly stated that Qnwn vf tnl, WotE has been removed from the catalogue. (Just another reason to continue buying books...)
Random: because I never had an MRT station near me growing up, I always reserved books! I could always wait because school kept me busy, and most of the time I just wanted to re-read. Plus, nowadays it's way more likely that the bus/train fare to get to the library that has the books I want would exceed the reservation fee.
(Sorry for blathering on! Dear me, I've been away for sooooo long. Life, ugh. Just dropping in to lurk randomly to see how far along Mark is on the Circle books, sigh)

a) It's way too far north. Thom rides north from Trebond to get there and Trebond's a fief on the Scanran border. Distance is usually a huge factor in terms of influence, which is to say that it's easier for City folk to ignore Corus since they're so far away.
b) Religion. Mithran high priests and other religious folk can afford to ignore the Crown to a certain extent because of their status as people acting on behalf of the gods. In Squire, when deciding on whether they should start the ball rolling on changing the law Joren trampled all over, Jon and Thayet consider the Mithrans and Goddess-folk as important political factions whose support is at least hugely useful if not very vital.
c) um there was supposed to be something here but I... forget because I haven't slept in 24 hours. Heh.
Anyway, so having the City of the Gods is nice to brag about but not really useful when it comes down to it, I guess

The most plausible explanation I've come up with that works in canon is that since Tortall's calmed down so much from the end of the doggy books to the beginning of Alanna, the criminals reorganised themselves...? Or some Rogue post-Rosto, if not Rosto himself, convinced all the other Rogues that swearing allegiance to the Corus Rogue was a good idea.
