Yes, it is safe as moderator told you just go for it.
First you flash iPad baseband and unlock, then you can later downgrade back to good old 05.13.04 using the same redsn0w.

Some operators do not allow that option, for example my friend have iPhone 5 from Switzerland and it shows only option to toggle on/off LTE, not 3G.
Also, I used to have 4S from Germany unlocked with x-sim and I was unable to turn 3G off, so it is up to provider network settings.
At the moment I have international version of i5 and it has it in the settings menu.

You need to fix the button first in order to be able to put it in pwned DFU mode sou you can restore to custom ipsw.

No, operation like that requires bootrom exploit, which hasn't been discovered since October 2010. and iPhone 4.
