When using quotation marks, it's important to put what is actually said between them. Rep. Waters did not say she'd "like to help" them get there. She said, "I intend to help them get there".

Take a minute to read the article that I pulled that quote from. You'll get a better picture.

Further, I know the Marines that trained Eckhart for his role. The experience seems to have sunk in.
