Probably because they do mean different things:
pub•li•cize
–verb (used with object), -cized, -ciz•ing.
to give publicity to; bring to public notice; advertise: They publicized the meeting as best they could.
un•seal
1.
to break or remove the seal of; open, as something sealed or firmly closed: to unseal a letter; to unseal a tomb.
2.
to free from constraint, as a person's thought, speech, or behavior: Their friendship unsealed her vivacity.
The gay rights activist don't just want to unseal the names they have an agenda for them.

Can you understand this "want to publicize ". That does NOT say unseal. If that is all they wanted I don't think many people would disagree. But that is not what that says. Is this over your head or something? They have an agenda just like always!
