These two sentences are the most disheartening. The vilest killers whose victims suffered are still alive. Maybe those Asian countries have it right. Execute in the back yard of the courts.

I bet a good to go pass holder caught this error and it wasn't at the DOT. Another example of the government failing to oversee fraud.
