Coast Guard gunnery practice does sound like the most cost-efficient method for these larger items. I see that the USCG Cutter Mellon (WHEC 71) out of Seattle has a 76mm cannon that fires 27.2 pound shells at 80 rounds per minute.

Obviously your knowledge of the construction industry and public contracting matches your spelling skills. When ODOT contracts for work, the CONTRACTOR, not the the Taxpayer, provides the equipment, and if he feels like it, insures that equipment. Any loss to the equipment is on the CONTRACTOR or his insurance company, if any. Now if ODOT is doing a job and rolls a state-owned dump truck, then the taxpayers are on the hook. This article clearly states that 'the contractor' is figuring out how to move the rig.

This has been the law in Oregon since about 1981. Nudity has been upheld as Free Speech under the Oregon Constitution for almost that long. Most of the cases have involved nude dancers in clubs, although the naked bike riders in Ashland and Eugene have also made it into court with the same results.

I think you have discovered a great solution for Lane County! We have all these unused cells in the Lane County jail that we can convert to offices for Lane County employees, thus saving all that rental space we are paying for now. We could even rent some out to the City of Eugene since their City Hall isn't earthquake proof like the jail is. Win Win for City and County taxpayers!

Well of course the taxpayers shouldn't expect a city to spend the money they have voted for to be spent for the purpose on the bond! The CITY knows best what to do with taxpayer money! Any attorney being paid by the CITY understands that!
