It's called a treaty between nations, something that's been around for awhile, and It shows good will by those countries having peaceful nuclear energy and those who already possess nuclear weapons, which everyone but N.Korea and Israel have done...and paki and india. It sets the rules by which sanctions and punishments can be enacted on those who break it. The thing called international law has been around awhile as well. The US was one of the lead proponents of it.
Every nation has a right to peaceful nuclear energy, even Israel, after they sign the NNPT.

What am I going to do when a Pakistan or India or Israel shows up with nuclear weapons, like they've already done? I'm going to criticize them on BBart and vote for people who share my concerns about nations who don't have good enough intentions to bother signing the NNPT, and repeat this:
Einsteins idea was for an international agency, like the IAEA or the old AEC, to be the keepers of the nuclear enrichment process, and lease the uranium to countries who wanted it for energy and medical research purposes. The international agency would monitor its use and could pull the lease at any time it wasn't being used as agreed. Otherwise, every nation on earth will have the ability to build nuclear weapons.
