A rouge agency and a rouge director. Is that supposed to be a tongue-in-cheek reference to commies of old (reds). Perhaps the author meant someone who likes to add a little color to his cheeks. Or maybe 'rogue' would be better.

I'm guessing there's more to it. Whether or not Boehner believes the Rotunda honor is appropriate for Mr. Buckles, he is a seasoned enough politician to know that it would be stupid to refuse to honor the last WWI veteran. I'm gonna stay tuned...
