What about gambling/lottery proceeds? It takes driving to your local mart to buy tickets and driving to your local casino to gamble. It confuses me why the state emphasizes so much for schools from gambling proceeds. I mean, what does that teach kids? Gamble your life away---if you don't, your government will anyway! Sorry, I digress. A lot of people blow a ton of money on gambling. There's a huge resource that can work for roads and funding troopers.
