Subtitle C --Recovery Independent Advisory Panel (5 members, appointed by the President)
SEC. 1542. DUTIES OF THE PANEL.
The Panel shall make recommendations to the Board on actions the Board could take to prevent fraud, waste, and abuse relating to covered funds. (meaning the Recovery Accountability and Transparency (RAT) Board)
SEC. 1543. POWERS OF THE PANEL.
GIFTS- THE PANEL MAY ACCEPT, USE, and DISPOSE of GIFTS or DONATIONS of SERVICES or PROPERTY.

I just read an article in today's Washington Post: "The Case for Waste: The Idea's To Stimulate the Economy. So what if we blow a few billion on the wrong things?" It's written by Alec MacGillis. Now there's a new spin on the Stimulus topic. I guess fraud isn't a bad thing anymore. We taxpayers should be happy that the money is flowing, even if it's into the crook's pocket.

Thanks for you support. If the only way to get this story out is by telling one person at a time, then so be it. With the media the way it is, we have to get the news out the way Paul Revere did it. It's discouraging but I'm determined. Please tell others that you know about this Panel and maybe they will tell a few friends, and so on.

I read this article in the Washington Times. I emailed the reporter and told him to look at the Recovery Independent Advisory Panel - I'm sure it will be the same. The positions will be a reward for BIG money campaign support, especially with the gift bag attached. This Panel will be activated when investigations for fraud begin. Then they will manipulate the entire Accountability process to make BO look good and political enemies look bad. If you want them to steer a fraud investigation away from you, just make a donation to the Panel...
I did get a reply from the reporter for what it's worth. He said he'd look at it. I'm still holding my breath.

SEC. 1543. POWERS OF THE PANEL.
(a) Hearings- The Panel may hold such hearings, sit and act at such times and places, take such testimony, and receive such evidence as the Panel considers advisable to carry out this subtitle.
(b) Information From Federal Agencies- The Panel may secure directly from any agency such information as the Panel considers necessary to carry out this subtitle. Upon request of the Chairperson of the Panel, the head of such agency shall furnish such information to the Panel.
(c) Postal Services- The Panel may use the United States mails in the same manner and under the same conditions as agencies of the Federal Government.
(d) Gifts- The Panel may accept, use, and dispose of gifts or donations of services or property.

Please skim this if you're a taxpayer. $84 million for oversight of stimulus spending. Everyone is clucking around Recovery.gov to follow the money trail. But I found something very disturbing when I read the Stimulus Bill -the Recovery Independent Advisory Panel (HR1, Div A, Title XV, Subtitle C). This panel, not yet activated, oversees Stimulus Accountability, and its members can accept “GIFTS” or “DONATIONS” of services or property. My interpretation is that gifts and donations means BRIBES. This Panel can possibly peddle its influence to the highest bidder and taxpayers will never know what happened to the Stimulus money. Smoke and mirrors transparency...
Since I read this in Feb. in HR1, I've been contacting reporters, media sources, asking for an investigation of this Panel. Somebody out there should be finding out who put this in the Bill, and exposing them. How do you get anybody’s attention? There are so many things going on, you’re just a voice in the wilderness.
Are there other taxpayers out there who care about this? Or should I just conclude that it’s not really important and let our kids and grandkids deal with it?

Since there's no way for a taxpayer to investigate this, I'm hoping Glenn Beck will do it.

I don't think that the people in charge of our 800 billion stimulus dollars should be allowed to take bribes. That's how it looks to me but I could be wrong.

I don't think we'll ever get an honest accounting of where our stimulus dollars went. We'll get a whitewashed smoke-and-mirrors taxpayer-paid show put on by this panel. The members will probably be Obama campaign supporters being given their positions as a reward ( just like the Economic Recovery Panel). They will most likely be able to steer investigations in whatever direction they choose and interfere with others. And the way I read it, whoever offers the best bribe, wil be able to get away with the most corruption.

I'd love to know who put this in the Recovery Act. I have made my Congressman, and 2 state Senators aware of this but to no avail. The media ignores it. I think this is something every taxpayer would like investigated but it will most likely never happen.
