Anyone who would hurt an animal like this deserves to have an arrow shot into them! I feel so bad for Victor - can't imagine the pain that poor dog felt :( Thank goodness that he is okay and is now with a loving family who will take care of him. People who hurt animals are the lowest of low!!!! I LOVE animals and would NEVER EVER EVER think about harming them.
