For one thing, they're all on different teams.

For another, you know how in the actual painting, Judas is the only one not looking at Jesus?

Only three of the people in this picture are looking.

The rest are obviously spies.

In fact, since there are clearly less than 13 other people in this picture, I suspect that many of them are cloaked and standing right behind him.
