Just bolstering another part of the discussion, there are a lot of National Monuments, Forests, and Historical Parks that don’t officially count as NPs, and the East is lousy with those.

We have an NHP in Louisiana (Jean Laffitte) that I always thought was an NP, because it was a protected wild area with hiking trails etc. Maybe it was an NP at one time, but in later years became an NHP with multiple sites.
