[edit] OK, Found this. Is this what you are refering to? It is from the Huffington Post.
"According to the Tax Policy Center, three-fourths of the 46 percent of U.S. households that pay no federal income tax earn $30,000 or less per year. But those families pay the same share of gasoline taxes, payroll taxes, excise taxes, property and sales taxes as the wealthy, so they end up paying the government a larger percentage of their incomes.
Texas, in particular, is "extremely imbalanced" in its reliance on sales and property taxes, the report concludes. Even without having to pay income tax, the poorest fifth of Texans ended up paying about 12 percent of their income in taxes in 2009, ITEP reports. The wealthiest 1 percent of Texans paid only 3 percent of their income in state and local taxes.
Still, Perry appears concerned that the rich are carrying too much of the nation's financial burden.
"Spreading the wealth punishes success," he said during his announcement speech on Saturday, "while setting America on a course to greater dependency on government."
The distribution of wealth in America at the end of 2009 was the most unequal it's ever been, with the wealthiest 1 percent of U.S. households having 225 times the net worth of the median household.
A Perry spokesperson did not immediately return requests for comment Friday."

If so, it is so stupid it could only be found in the liberal end of the pool. Taxes on the "Poor" are always a bigger percentage of the buyers wages. That is unless you count the taxes the rich pay when they buy their large boats, jets, ect. or pay taxes on their million dollar homes.
But all that is stupid logic. If you understand the context of the quotes you can't help but see that.
P.S. At least half of those consumer taxes paid in Texas by the "poor" are paid by illegals. Look that up.

But we can still whip out our credit card even if it has had it's limit down graded. But be warned, one day soon, we will swipe it and it will come back - "DECLINED"

If you are in the urban environment you should also have a hide-e-hole, either underground or way out in the sticks. If Urban, a safe room that is capable of supplying unlimited protected air and whose entrance is hidden so as not to be detected by intruders.

Yes it has but only those that were used to and have been blessed with parents who practiced the same thing. But the majority of Americans don't have enough food in the frig or freezer and larder to last a week. Nor do they even have a weapon to buy ammo for. As far as money goes they have no savings, it keeps getting spent on unexpected or not planned for emergencies.
In my estimation if the SHTF about 70 percent of our population will be ready pickings for those that have enjoyed welfare for all of their lives. Who will just take what those easy pickings have and then move on to those that are richer. That is us and our elites. The elites have the money to buy protection, we on the other hand will have to supply our own protection. So your advice is noted and needed for all of us (the middle class?) but I think we already know it.

"“The Second Amendment is a doomsday provision, one designed for those exceptionally rare circumstances where all other rights have failed - where the government refuses to stand for reelection and silences those who protest; where courts have lost the courage to oppose, or can find no one to enforce their decrees. However improbable these contingencies may seem today, facing them unprepared is a mistake a free people get to make only once.”
2009 Judge Alex Kozinski
