This one is easy, they won't, he's done. They didn't fire him because of the allegations, they fired him because the moron KNEW about the allegations and neglected to tell them until it came up in a earnings call. Nothing burns a bridge faster than piefacing the board in front of stockholders.

The main roster has a lot of people because they do 300+ shows every year, that is a raw or smackdown every week, a monthly event, and a houseshow almost every night, your body can't take that 100% of the time, so they have extra people basically the same reason any sporting team has an injury roster, if someone can't play you fill in that spot.
And there is the ever present post-Wrestlemania callups and future endeavors, we're just in that gap between them where the roster is packed but will lose 20 people or more by Summerslam, continue to trim into the fall and be short handed by Survivor Series, because stockholders are fickle and you gotta show improving numbers by the EoY even though your peak is spring-summer.
