The teapot is on top of a samovar, which is an urn. The samovar is filled with hot water, and the teapot is filled with concentrated tea, and is kept warm by the urn. The traditional way to serve Russian tea is to pour a bit of the concentrate in your tea cup and then dilute it to your liking with the hot water from the samovar.
