Warmer air means greater low pressure systems which can swing down colder air further south more easily, while also doing the opposite; swing warmer air from the south. In the end, you get more extremes in temperatures and thus, more unstable - unpredictable weather systems.
I don't think he's worried about being cool. He has forecasts to make, a website to maintain, and a family to spend time with. Don't waste his time!
Its not an issue of too many programs and too much government spending. Look at the budget...the largest chunk is on education. So all of you that say cut programs...your really saying make cuts in education. Thats not a good idea. Raising taxes is the only solution I see. Most could affort a slight .05% general tax increase, which would fill the gap.
