8 times out of 10 when they stop a Illinois plated car on !-380 with "minorities" inside...they find: druggs,.outstanding warrants, and attitude.

Hillebrand was doing what a lot of contractors do after a bid.
They shop the sub-contractors bids out , play games, and beat them down in order to make their own bottom line better.
Its' as old as the earth's core this practice.
