Rough text of proposed Constitutional Amendments:

1.No person may announce that they are running for office more than six months prior to an election. (I.e. if the Election Day is November 2nd, the announcement may not be made prior to May 2nd.) Any type of announcement (thinking of running, etc.) shall make the person ineligible to hold that office. As part of the announcement, said candidate will swear that during the campaign and, if elected, they “will tell the truth, the whole truth and nothing but the truth”. This oath is to be considered a verbal contract with the voters. Violation of this contract will result in prosecution, and if convicted, they must resign from the campaign or office. Failure to prosecute will result in the prosecutor being removed from office by the proper judicial oversight judge.
2.No legislative body may take a final vote on any bill until the entire text of that bill has been in the hands of all members for at least seven days. All spending must be contained in a separate spending bill and may not be attached to any non-spending bill. These spending bills must have been in the hands of members for fourteen days before a final vote. Any amendment made to the bill just prior to that final vote forces the seven/fourteen day delay to be restarted following the distribution of the revised bill.
3.Members of any legislative body are limited to a total of six years in office. Swearing in of the nominee shall be considered as “holding office” for that term. Once someone has held office in a legislative body, they are ineligible to hold any other elected office Exception: Anyone elected to a term of less than six years can run for the same office, provided the total time in office does not exceed six years.
4.The head of each governmental entity shall have the right to “line item veto” anything in a spending bill.
5.If there is a vacancy in any legislative body, the vacancy shall be filled by a special election.
6.No member of any elected or appointed legislative body or commission, which has the power to create or administer laws, may accept any form of gratuity from anyone. Anything of monetary value is to be considered a “bribe” and subject the member to prosecution. This does not prevent birthday party or similar events held by associates in the workspace. All elections shall be funded by the appropriate governing body with all candidates receiving the same amount of funding. Private, group or corporate funding is allowed only where it is placed into a common fund available to all candidates.
