Not sure why this is even a political debate for some people AND regardless of whether the aunt was the legal guardian or not, she should be charged with neglect as she knew exactly what was going on. She knew of this situation, that is neglect.

Preventative measures definitely should have been taken, however, no one in their right mind would opt to live on the first floor in White Center.

I kinda see what you're saying but at the same time what the hell was the parent doing when the child toppled out the window? Better yet...if the parent KNOWS the windows have no safeguard, it is their responsibility to protect their child from that danger. Accidents happen, I get it, but little kids don't fall out of windows all the time...The parents need to take preventative measures NOT reactionary.
