Whats wrong with you? That thinking is too logical and out of the box thinking for US government Postal personnel to get their arms around. The federals have to do everything for cities by the book, cities aren't allowed to be proactive and make creative win-win. It has to be studied to death by overpaid consultants and "ex-spurts".

$250K? Honestly!! No wonder the city wants the LOST extended. It spe nds money like a drunken sailor. Don't forget after the consultant issues the report the city will have to pony up money per crossing because the RR sure isn't going to pay for the whole thing.
