they would not be asking for the money unless the driver filed a claim. So in your case they would not be asking the dog's owners to pay do to the fact you would not file a claim right?
Funny how it works when you damage another person's property people do not have to give a rats a$$ about your opinion on how to fix it. Insurance company have adjusters who inspect the damage and then give an amount that not only covers the cost of the repairs, it also covers the loss in the value of the car from it being in an accident. I love how you would be so fast to say stick it. I am sure the driver had a deductible and if state farm is not reimbursed by the guilty party then the driver will not get that back.

The accident would of never happened if your property was not left unsecured in the road. Well you own a dog that makes it property. So if your dog (property) is in the road and it causes an accident you are at fault. State Farm, it's costumers, and it's stock holders should not have to pay for an accident you cause.
Not true even if he had been speeding the fact is the owner of the dog had unsecured property in the road that was a hazard to others. If the dog had not been there there would of been no accident.

What about the deductible? You see if the family who's actions lead to the accident doesn't reimburse State farm then State Farm can't give the driver back his/her deductible. I feel bad for the dog but maybe by it costing the owner money next time they will think before they let their property wander the roads unsecured, and endangering other people's lives.
Nope in the eyes of the law they lost property do to it being unsecured in the road. If I was the driver I would of pressed charges against the owner's family for the danger their dog put me in.
No if you have unsecured property and it is the cause of an accident you are liable. The dog (property) was unsecured and in the road, That makes the dog's owners liable for the accident.
