I would suggest you look up the FLSA exemption on firefighters, specifically the 56 hour exemption on overtime. Firefighters are the only occupation that do not receive overtime once they have worked 40 hours. If the city was to switch to a 8 or 10 our work day, it would also include waiving that exemption. I can give you a rough estimate that it would COST the city at least 5 million in overtime, or the cost of hiring dozens to cover the missing hours.
Another downside is the overtime cost of shift change. If units are on a call at shift change, those personnel receive overtime until the incident is completed (clean-up and reports included). With a 24 hour shift this only happens once a day. Make it an 8 hours shift and you increase the potential to three times a day.
There are a number of other reasons why the PUBLIC benefits from a 24 hours shift, but since I'm not getting paid to school you (like I have for other government agencies) enjoy the two I've given you.

You're not entirely correct. When the Washington State Rating Bureau conducts an evaluation of the fire agency, career and volunteer staffing IS taken into account. Normally it takes three volunteer personnel to every one career to receive equal point allowances. In addition, a number of the evaluation points are based on the amount of training, engine company walkthroughs of commercial structures, on-going hydrant maintenance, etc. To receive 100% of allowances in training alone, firefighters must have 20 hours a month of strictly fire-related training (no medical, no haz mat, no rescue). This makes it virtually impossible for volunteer agencies to receive lower ratings. Lower ratings equate to lower insurance.
