Rebecca has literally stated in interviews that she wanted a show where people could feel like they could tell their own stories. Secondly, Rebecca is the creator, she could veto anything that didn't fit with the canon of the show. She's so involved in the minute details that there's no one someone she specifically hired to work on her show would be able to circumvent her decisions.
