In San Diego our public power company was sold to Sempra energy. They won't pay for power put on the grid. If I install a $20,000 solar system it will create about 70% of my energy needs. If I install a $30,000 system I can put a lot of power directly on the grid and have no personal energy costs. But why would I do this if the energy company won't pay me for the power? Solution is to force the power company to pay us peak power rates. Backyard solar systems will crop up everywhere and part of our energy problems will abate.

Renewable Energy Suggestion
In Southern California, where I live, we have lots of sun, but there is no incentive for installation of solar systems. if I install a solar power system that produces more power than I use, the privatized power company does not pay me for the power. If we had a law that required the power companies to pay the homeowner or business peak power rates, solar systems would crop up all over the place. No required financial investment by the government needed. All we need is one simple law to force the power companies to pay us peak power rates.
