Sorry Tommy, but I am seriously disappointed in your choice on this promotion. You are a member of the Board of Supervisors. You have authority over our County Health and Human Services. That department and our local physicians are trying to combat obesity and these types of contests make that job much harder - making it seem ok to "pig-out". I support your business and hope the best for you but there are so many things you could have done for publicity - to chose to promote over-eating was misguided, in my opinion.

I asked one of the City Council people who an appointed position would report to and they said it would be to them, not the City Manager. This is the same with the City Attorney. But then Resident98, you rarely worry about facts or even try to research things before your post.

So let me get this straight. The County gets a grant in 1987, and renovates the building. Gets the use of the building for 23 years with no rent paid to the City. Doesn't fix the roof and doesn't keep up with codes - and now the County is crying poor me, we don't have the money, but we want to keep using the building!! As a City Resident - I cry foul. We don't have the money to subsidize the County. Pay up or move.

Jackie, your idea of having requirements would be good if we could do it. Last time this came up in Colusa I checked with the City Attorney at the time (goodness, when was that 2008?) he said the State Law won't allow local governments to put any requirements on those who are running other than they cannot be a convicted felon. That scared me because you get a drug dealer or worse running for treasurer and if they were the only person running - we'd be stuck. The only option would be an expensive post-election recall. We've had one City Clerk convicted of embezzlement, I would hate to see the City in legal trouble because an elected City Clerk didn't understand the laws.

Shelly told me how much training the City has paid for and that she has done on her own - I was surprised. There is actually a certification process for City Clerks and it takes years! How many people do we want to pay to get trained? Remember, no one has run for the position in the last what 3 elections? After learning more about what Shelly does and the laws she has to work with, I understand her reasons for asking that the position be made appointed. If done correctly, the City Clerk is a very complicated position.

I also want to keep as much elected as possible, but I have to agree with the City Council and Shelly that some positions need to be based on qualifications as opposed to letting anyone have the position.

I understand this cost the City almost nothing, just a bit of staff time and the use of the land. For that we get stabilized power rates for 20 years. This is an great example of working to help keep costs down. Great Job City Staff!! I mean what else were you going to use the old sewer ponds for anyway? Creative - keep it up.

This is a great opportunity for local students. Thank you Film Commission and than you Rotary for honoring the students. It's positive experiences like this one that give these kids the confidence and commitment to go further and be successful. I hope this program can be repeated annually as I look forward to my kids being able to apply!

Jackie - on your water bill - is this the first time you've ever read the bill? This has been going on for YEARS. I've got about 15 years of bills that I really should throw away but they all have similar issues. If you can't understand the bill - call City Staff, they'll explain it and they do it well. This isn't something you can blame on the current staff. They use a program and according to what I was told when I spoke to the Finance person a few years ago - it was a guy at that time - there is a cost to have the program modified to say meter reading dates as opposed to bill dates. If that's what you want the City to spend money on - I'm sure they can do it but I think that is a waste of money when all you have to do to understand it is ask.

OK - so let's get real. Ron Loudon is still angry over not getting the public works director position at the City when it was given to Patty Hickel. Get over it, you are showing that Patty was the right choice by your behavior. He has a not so hidden agenda against the City. Rita and Jackie (aka werewatching) are always mad at the City - the City can't do anything right according to them and the poor City Manager, who has done an excellent job trying to create a future for Colusa which previous City Councils and managers ignored, is just their current target.

The Utility Commission is a good idea - but not if it is a witch hunt into the past. It needs to look forward, not dwell in the long dead past. What Rob Hickey, or Joan Phillipe or any of the others did is long gone and probably under different laws than today. Move on.

What is in a name - I've heard Ron rambling on about the difference between a committee and commission - guess he is smarter than the City Attorney because she says there is no difference. The HPC is a committee and they do great things for the City. It's about vision and effectiveness, not a name. This is ridiculous.

Move forward, look to the future, don't live in the past. The charges that were written off were incurred prior to this City Manager although they were written off by this City Manager. The developers went through bankruptcy - move on, the debts should have never been allowed by the previous City Managers and City Councils - but that is the past. I guess you are going to blame her for having to write off debts from CDBG loans when a short sale occurs - she wasn't EVEN IN COLUSA when these loans and debts were incurred. Don't blame the person who is working to fix the mess created in the past. Blame the previous City Managers and City Council members.

I think Rick is good for the planning commission - but I am really ashamed by all this City Manager bashing. Get your facts straight.

The Del Ray mess was long before this City Manager came to Colusa and it was approved by the Planning Commission with Mr. Selover sitting on the commission.

The City Manager is not pushing a new "Del Ray" on Clay Street - the owner of the property is going to the Planning Commission and City Council where a decision will be made by those folks, not the City manager. The City is required by law to follow the process and that is what they are doing. I personally hope it isn't approved - but that is for the elected City Council to decide and the appointed Planning Commission, not the City Manager - as is proper.

With respect to living in the City - when she moved here there were no available rentals that met her family needs - remember PG&E was in full construction and they were taking everything available. She had to move so she found a place as close as possible in Yuba City, And lest you get uppity about that - you all shop and use services from and in Yuba City so just get over it. There hasn't been a City Manager who lived in Colusa for - well I can't remember one. Rob Hickey and Randy Johnson didn't live here. Joan Phillppe only stayed here during the week because she refused to move from the foothills or wherever she lived - AND she was in an adult community even though she wasn't 55!

This City Manager has done more for getting things going in this City than anyone in YEARS - where was the chamber or City Council when Pirelli announced they were leaving - why has that plant been shuttered for what - 8 years!! At least she is trying something - even if it has taken outside eyes to see the potential in our City.
